I am amazed about all that name calling (& tantrums behind the scenes)! It was a simple issue: Does one think that the proposed agenda item is enough of an emergency to adopt it for the current council meeting? One just needs to vote "yes" or "no". Weirdly, most of the discussion was what should have taken place only if the motion had passed to add the item to the current meeting's agenda.

I can't believe they spent this much time on this issue. Belittling the people who voted to not add items to the agenda. Wouldn't it have been much more efficient to just agree. Add it to the agenda and discuss the problem then. This is such a waste of time, effort and I can't believe I watched it. No wonder some of the people I speak with think most of the people on this council are ridiculous. I just hope that Mercer and Blackburn agree to run again and I would be happy to have either of them in my district. I also hope other effective candidates run against most of the other members so we have a functional council instead of this ridiculous finger pointing. My elementary students have more respect for one another than some of these people show for one another.

Thanks for your comment, Andrew.

Last month, council passed a <a href="http://greenvilleguardian.org/?p=2725" title="Council Goes Green" target="_blank" rel="nofollow">paperless policy</a>. There was strong disagreement to it then, but it passed.

The issue at the beginning was--or was supposed to be--whether to add the item to the agenda for that night. Council has a policy on not adding items to the agenda on the night of the meeting (April 2011, I think. And it was supported by all but Joyner).

Joyner accused councilors of flip-flopping because Mercer and Blackburn have been the most vocal in opposition to adding non-emergency items to the agenda for the same day, and yet both, early in the meeting acknowledged that policy and continued with a "but."

You're right though--that they passed a policy that wasn't perhaps fully thought through is another issue. And yes, Glover says she didn't like it when she voted for it.

And on the issues itself, that councilors cannot make copies for constituents (and I wonder if that really is not allowed under the paperless policy--I suspect it isn't, but can't say for sure) is one part of the complaint. The heft of the complaint is that it puts extra stress on some councilors and the mayor if they can't just have paper instead of relying on technology.

Interesting video. I felt the whole time that it was something that could be worked through. What was it that some members were upset about? At first it sounded like they were opposed to adding something on the present agenda, when it sounded like it had already been mentioned some members were okay doing this on Thursday. But then it sounded like some members were upset with something that had already been voted on being reconsidered, calling some members "flip-floppers". This excludes the possibility that some decisions made by city council were not good ones, and that we should accept the vote was a bad one. Further, Glover sounds like she opposed the decision in the vote that took place, based on her comments. Then it took the direction of the monetary cost of the ipads, which was more than paper (based on the mayor's comment).

Overall, it didn't sound like any of the members wanting to reconsider the vote were being hostile. Yet their opposition mocked, called names, singled out council-members, and over all came across as pretty hostile. Was there a reason for this? I mean to me, a citizen of Greenville, it sounded like they just wanted to reconsider a policy due to not being able to hand out information to their constituents. If I attend a town hall of my representative I'd personally like to leave with something rather than having to go online for that document. And I am as computer literate and enabled as they come. Why were some members so opposed to this that they acted in a very hostile manner? When those wanting to reconsider the policy see that nothing will be added to the agenda in the same day, they conceded to dealing with it Thursday, to which some members began to be hostile to doing even that.

As for going green, I'm not so sure that ipads are more "green" than using paper. It is more convenient in some situations, and not convenient in others.

Side note, Mercer's mike sounds like it is having issues, as it makes it hard to hear what he is saying in the recording.

Remarkable that members of the City Council and the UNA believe that removing TRUNA from the NAB will affect anything to do with the opposition to the University Neighborhood Rental Incentive. The NAB and neighborhood associations have a long term interest in the health of their neighborhoods, while many renters do not, moving on in a year or two. Does the Hilton allow their overnight guests to vote on their governance structure? TRUNA recognizes that some renters have a long term desire to be a part of the neighborhood, and allows them to vote after a waiting period. We also have a position on the board reserved for the student government association and welcome all residents to our meetings. In a typical year, the only votes we take are in the election of the board and to spend funds on such things as the community garden, the website, and our neighborhood potlucks (and membership is not required for being part of the garden or attending the potlucks, we welcome all).

Ironic that the UNA desires to be part of the NAB (thus the move to allow more than one association per neighborhood), but excludes homeowners from their meetings.
